REGISTRATION OF MARRIAGE UNDER THE SRI LANKAN LAW

Marriage between two Sri Lankans

Documents required if both applicants are Sri Lankan:

  • Valid passports.
  • Original birth certificate or certified copy of the birth certificates of the applicants. (certified English translations will not be accepted).
  • Unmarried Certificate issued by the relevant Grama Niladhari confirming the singleness of the two applicants (Both applicants should individually submit unmarried certificates obtained from the Grama Niladhari) or
  • Affidavits issued by the mother or father of each applicant confirming that the applicant is unmarried. An affidavit attested by an Attorney- at- law should be certified by the Registrar of the Supreme Court. An affidavit attested by Justice of Peace should be certified by the Ministry of Justice.
  • Then the above attested certificates should be submitted to the Consular Section of the Ministry of Foreign Affairs/Colombo, for attestation.
  • If both parents of the applicant have passed away, the affidavit should be issued by his/her sibling. In such cases the original or certified copy of the birth certificate of the sibling should be submitted.
  • If both parents of the applicant have passed away, original or certified copy of the death certificates should be submitted.
  • If the applicant is a divorcee or widow/widower, the affidavit should clearly mention the same. It should also mention that he/she has not contracted another marriage at the time of issuance of the affidavit and that the applicant has no legal impediment for marriage.
  • If the applicant is a widow/widower, the affidavit should clearly mention the same and submit the original or certified copy of the death certificate of the spouse.
  • If the applicant is a divorcee, he/she should submit the original decree nisi and decree absolute issued by the relevant District Court certified by the Consular Section of the Ministry of Foreign Affairs/Colombo.

Please note that the above mentioned birth and death certificates should be certified by the Consular Section of the Ministry of Foreign Affairs/Colombo, beforehand.

Above documents should be submitted with a photocopy.

Marriage between a Sri Lankan and a Japanese

Documents required by the Sri Lankan applicant :

  • Valid passport.
  • Original birth certificate or certified copy of the birth certificates of the applicant. (certified English translations will not be accepted).
  • Unmarried Certificate issued by the relevant Grama Niladhari confirming the singleness of the applicant or
  • Affidavit issued by the mother or father of the applicant confirming that the applicant is unmarried. An affidavit attested by an Attorney- at- law should be certified by the Registrar of the Supreme Court. An affidavit attested by Justice of Peace should be certified by the Ministry of Justice.
  • Then the above attested certificate should be submitted to the Consular Section of the Ministry of Foreign Affairs/Colombo, for attestation.

Please note that the above mentioned birth and death certificates should be certified by the Consular Section of the Ministry of Foreign Affairs/Colombo, beforehand.

Documents required by the Japanese applicant :

  • Valid Passport (if available)
  • Crime History Certificate of the applicant within past 06 months (Hanzai keireki shōmei-sho - はんざい経緯歴証明書)
  • Self-declaration of the health condition (Health Declaration Form)
  • Family registration certificate issued by the City Office (Koseki Tohon - 戸籍謄本)
  • Single Certificate issued by the City Office ( Dokushin Shomeisho - 独身証明書)
  • If the applicant is a divorcee or a widower, legal documents issued by the relevant authorities proving the applicant’s civil status.

Above Japanese documents should be submitted together with the English translations issued by an authorized translator.
All the above documents should be submitted with a photocopy.
Please note that applications for registration of your marriage will be accepted only after submitting the above documents to the Office of the Registrar General and obtaining the relevant permit by this embassy.

Marriage between a Sri Lankan and a non-Japanese

Documents required by the Sri Lankan applicant

  • Valid passport.
  • Original birth certificate or certified copy of the birth certificates of the applicant. (certified English translations will not be accepted).
  • Unmarried Certificate issued by the relevant Grama Niladhari confirming the singleness of the applicant or
  • Affidavit issued by the mother or father of the applicant confirming that the applicant is unmarried. An affidavit attested by an Attorney- at- law should be certified by the Registrar of the Supreme Court. An affidavit attested by Justice of Peace should be certified by the Ministry of Justice.
  • Then the above attested certificate should be submitted to the Consular Section of the Ministry of Foreign Affairs/Colombo, for attestation.

Documents required by the Foreign applicant

  • Valid Passport
  • Crime History Certificate of the applicant within past 06 months (Hanzai keireki shōmei-sho - はんざい経緯歴証明書)
  • Self-declaration of the health condition (Health Declaration Form)
  • Original Birth certificate issued by the relevant embassy
  • Single Certificate issued by the relevant embassy
  • If the applicant is a divorcee or a widower, legal documents issued by the relevant embassy proving the applicant’s civil status.

If the foreign applicant’s documents are in any other language other than English, those should be submitted with the English translations issued by an authorized translator.
All the above documents should be submitted with a photocopy.
Please note that applications for registration of your marriage will be accepted only after submitting the above documents to the Office of the Registrar General and obtaining the relevant permit by this embassy.

Procedure for registration of marriage at the Embassy

If both the applicants are Sri Lankan:

  • Both applicants should visit the Embassy with the above documents to complete and submit the Notice of Marriage. Fee for the Notice of Marriage - JPY 4,000.
  • After the submission of Marriage Notice (after the pronouncement of names) the Embassy will provide a date within a minimum of 02 weeks time period for the registration of marriage under the Sri Lankan law.
  • On the date of marriage registration, applicants should visit the embassy with two Sri Lankan witnesses. The name (as per the Passport), Passport number, Address in Japan of the witnesses written in English should be emailed to consular@lankaembassy.jp before the marriage registration date.
  • The witnesses should bring their passports and resident cards with photocopies on the date of marriage registration.
  • Prescribed Fee for registration of marriage under Sri Lankan law: JPY 6,250.

If only one applicant is Sri Lankan:

  • Once the permit for registering the marriage is received from the Registrar General of Sri Lanka, the Sri Lankan applicant should visit the Embassy with the above documents to complete and submit the Notice of Marriage. Fee for the Notice of Marriage - JPY 4,000.
  • After the submission of Marriage Notice (after the pronouncement of names) the Embassy will provide a date within a minimum of 02 weeks time period for the registration of marriage under the Sri Lankan law.
  • On the date of marriage registration, Sri Lankan applicant should come with a Sri Lankan witness, and the non-Sri Lankan applicant should come with a witness of his/her same nationality or a Sri Lankan. The name (as per the Passport), Passport number, Address in Japan of the witnesses written in English should be emailed to consular@lankaembassy.jp before the marriage registration date.
  • The witnesses should bring their passports and resident cards with photocopies on the date of marriage registration.
  • Prescribed Fee for registration of marriage under Sri Lankan law: JPY 6,250.
